Shattered Hand Vs. Elemental Force

The numbers from the tooltip don't seem any better, but I haven't actually tested it. I'm assuming it's only going to proc for melee, and not casters.

It actually procs for casters, according to a buddy of mine. Might do some testing with it later today.

Edit: Just found out it doesn't stack, so it wouldn't be good at all.

Not sure what tooltips you've been looking at, says it's 34 damage, plus 102 over 6 seconds.
