New bracket, what to do with my pally???

I personally haven't done scaling testing like I had before (from 15-19) however; BoAs, Enchants and your gear will scale up to 29 and you will gain hp and mp in compensation for not being at level cap.

Just pop into WSG or a Random BG and see how much you scale up take screenshots of inside and out of BGs unbuffed and if you are fine with being 24, don't worry about leveling. However; at 26 you gain Divine Protection and 28 Holy Radiance which are good strong abilities.

Oh, and pick up the minor glyph "The Mounted King" ;) if you level of course.

I leveled my rogue - seemed like a waste letting it sit there on my account and rot at 24 after putting so much time into playing it and grinding gnomer etc.

with the libram being nerfed "rest in peace to mine aswell" i dont think so but i still use mine on my 19 for vanity reasons

I suppose my hat will be useless?

I can't honestly say, it depends on how much more mana you get from the libram enchant compared to the BoA Helm. Alternatively; you could roll cloth helm and transmog LFH onto it like a lot of people use to do. Just see how much mana you get from the enchantment compared to the +8 int(?) that the BoA helm gives and see for yourself :)

Level to 29, really no reason not to.

Enchants scale up, you gain x health and y mana in addition to scaling to max level, gear scales up dependent on the gear. I've done far too many tests before the stat squish and I'm assuming (at least at 20, 24, 26) you'll benefit from stat scaling in some way shape or form.
