Not really. Scaling doesn't make up the difference between a level 20 F2P and a level 29, as we've seen in BGs since 6.0 hit.
Dream on... Level 20's are doing fine as we have already seen from the complaint threads from the upper sides of the tiers due to scaling.
There is plenty of room in the bracket for 20-29 in the BGa

My resto shamans have between 5,900-6,200. And can hit 10,000-11,000 with defensive CDs popped.

225-240 That is with a stamina set. I am sure I could reach 275 with my spellpower set. But as heals, and my playstyle, I have to run with full stamina.
If my memory serves, mitigation is around 37%. I really have not had too much time to tweak them yet. I haven even been considering gladiator inscription on heirloom shoulders depending on the effect of resilience since it scales via the stamina and the shoulders have more armor than Magician's Mantle. But Magician's Mantle has 18 stam vs the heirloom's 13 stamina/ 3x more armor/ +crit or resil. It is just a matter of getting someone to do some experimenting with me to see which is best for me.

That is why scaling is so awesome. It has been for quite some time for certain classes and specs. I don't even remember the last time I entered an xp off BG in a max bracketed toon.
