How did he do it?

´Well, im guessing its similar to getting two argas rings.

He proberly started out as horde > alliance > horde > alliance.

Okay, so if I want to do what he did, Ill have to start horde, transfer to alliance, then back to horde and ill be able to do the quest again?

I can't guarantee it. See if theres anyone else who has more experience with quest related faction changes
 
no, it was a bug with pandaren that has since been fixed. It is not like argas ring because that is available to both factions, so don't faction a 10 twice expecting it to be repeatable because it won't be

No, there is a reason why he is the only ten twink with those two rings. He has stated previously that he exploited game masters or fooled them to get the rings. The chances of obtaining those again and fooling another ullable GM is very slim!

If you want proof, my warrior has faction changed around 6 times and I am still unable to get that quest a second time.:)
 
If you ever played early BC there was also an event unknown to most that basically entailed a massive "restart" on all old quests.

Around 3 months into BC Blizzard had a 3 day patch in which they did a massive bug repair on Hellfire Pen and Blood Elf starting area quests. People who had old toons that had completed a quest found that for a short time they could recomplete the same quest and double up on rewards. While I know this person didn't do that I'm sure that someone, somewhere back then has multiple quest rewards that should be unobtainable. GM's swept for most of the repeat quest offenders after realizing the mistake but who knows.

Just some slightly relevant old info if you ever are wondering why someone is walking around with multiple faction exclusive items.
