What class are you playing?
In my opinion the Band of Ruinous Delight's Haste/Crit/AP is way better than a 160 Proc (26.7 AP average - 45 sec ICD).
You could also go for Stormrage Signet Ring - Item - World of Warcraft from BT if you have hit gems that you can replace.

In my opinion the Band of Ruinous Delight's Haste/Crit/AP is way better than a 160 Proc (26.7 AP average - 45 sec ICD).

In PvE? Sure, the ruinous is better for DPS.

In PvP, I'd go for the proc. More burst damage on openers and that's all you want as Rogue. Also, the ring gives more passive attack power. Agility is boosted by 30% as Sublety, so it's 39 Agility, which is 78 Attack Power, vs the 66 on Ruinous.
