What is happening to random suffix hit?

Anything with hit or expertise on it will have those values changed to crit or haste, with crit being prioritized unless crit already exists on the item. So an item with hit/crit will have the hit converted to an equal amount of haste. An item with haste/expertise will have the expertise converted to an equal amount of crit. Items like Lenses, Unearthed Bands, Gnomer Rings, will all have their randomly rolled stats adjusted too.

'Of the Tiger' will be agi/crit in most cases.
 
What about spirit on low level gear?

I would assume that since Spirit is staying part of the game that they wouldn't change that stat. On new gear it's going to be allocated only to certain pieces, but changing it on all gear would be difficult and largely pointless. If you're referencing the hit some classes get from spirit, that's going away because everyone will just be hit capped.
