Applications of zero base scaling

The purpose of this post is to explore the possibilities for low level play with all character scaling essentially starting at zero. My particular area of interest is being able to play old content at a difficulty that I control.

I loved TBC heroics but they've been a joke since wrath because of scaling at 70. With zero base scaling, I'll actually be able to calculate the item level I need to bring my power in line with the content.

Imagine doing a project like FIFTY except not doing it 10 levels below content level and only being able to use 1/3 of available specs.

What content would you be interested in doing in this manner?
 
Removal of base health (all health from stamina) and spell scaling coming purely from player power, rather than an insanely high base power.

For example: serpent sting at 70 ticks for over 1k non crit BASE on live. Even if you strip naked, you'll pull far more DPS than ever intended. With zero base scaling, it will now get more of your attack power, but will do next to zero damage if you were naked (base agility being your only power). So, since my power is now Damage =Attack power times coefficient instead of attack power times coefficient plus a large base, I can choose which attack power (item level) will give me the appropriate damage for the difficulty I want.

the concept has been proven on streams. Bay stripped his mage naked and his spells only did damage equal to his miniscule base intellect. It was doing about 300 damage at 90 rather than 3500+ in his quest gear.
 
you would have to do it at the lvl the raid was originaly intended to be because of the multiplier effects. for each level you are above something your hitting your damage is increased so even if your base damage is 300 if yousmack something thats 50 lvls lower you still are going to 1 shot it.
