It's a problem at twink brackets with rated arenas, as well (70, 80, 85). If a player on a team does not have their experience turned on, they will not be able to accept the queue.
With rated arenas in those twinking brackets, they will receive deserter when attempting to accept the queue.
I hypothesize that the problem is that F2Ps are both XP off/on simultaneously, which is why we cannot do wargame battlegrounds in the first place. This phenomenon is now causing us problems due to whatever bug was created when Blizzard edited the code surrounding deserter debuffs.
I think the problem will be fixed soon.

F2Ps are technically considered XP off (hence pugging into XP-off games). Twinks at other brackets (including 19s and 24s) needed to turn their exp-on in order to be able to do wargame battlegrounds (though not necessarily for wargame or rated arenas, fortunately) long before this deserter debuff hotfix. Still, it's a nice confirmation that this new bug started with the deserter debuff hotfix, and it's one of a few other bugs related to this change (deserter debuff not received when /afking after/during combat, etc.).
I too will submit a bug report: XP-off characters can't do arena wargames, while they were able to before the deserter debuff hotfix (among a few other bugs related to this debuff).
No wonder none of my buds have been online when log ap. I'll open a ticket today as we'll .
What happened was they made arena wargames require exp-on like wsg / ab already did. Remeber that time we hoped they would make wsg / ab wargames the same as arenas as per exp requirements. Well they did the opposite. This change will probably not be fixed as it seems more on purpose than incidental. Really sucks...
