State of the Bracket and Gear Help - Returning Player

I recently started playing wow again and looking to regear my old 16 twink shaman and update him a bit. I'm also wondering how the brackets looking balance wise and lplayerbase wise

Hey there, welcome back. The bracket is pretty bursty for the most part, with pops happening on Sundays and Mondays at 8 EST.
