i just wanna say i met so many cool people and built relationships in this game over any over

playing league i have yet to meet a single cool person at all its kinda sad to me

That's the difference between MOBA/FPS and MMORPG, You might only meet the people you play with once when playing LoL/CoD/BF and so on, so kids/ raging adults tend to overreact and be insanely careless about the other person where in WoW you are playing with the same people and especially in the small aspects of wow like the twink community where everybody knows each other and build up relationships towards each other ( sorry for the messy post too lazy to correct it)

Gaining elo is the best advice I can give you...Whenever I play normals or games on my plat smurf, everyone in chat will try to make jokes using the same old tired hollow LoL memes. It's really annoying and has become the culture of 95% of the playerbase. Playing higher level games though, I've become friends with some cool people in solo queue... And there are some in the lower leagues too. But rarely is anyone able to come up with substantial chat experiences below D1, in my experience.

I do not play LoL or any MOBA-type games, but I have repeatedly heard that the community over there is terrible. Constant QQ/b*tching and raging at other people (cuz its never your own fault).

I have almost developed a stereotype for LoL players; imagining all of them being 8-10 year olds playing on mom's MacBook Air with dial-up connection...
