I'm pretty much BiS, my stat choice is different to most though (I go haste/crit rather than the normal mastery/crit), if you check the rogues in my guild you'll probably get a decent grasp of what's considered good in terms of rogue gear doe.

My rogue, I like using DS stuff but really haven't made any changes to it in a while. Haven't done anything with gems either even after the change to past expac gems.

Basically aim for like 39%-43% crit , 25% haste,

go human if alliance, blood elf if horde. All in all you could slap random intellect gear and kill people in a shadow blades or vendetta. Yeah its that retarded, even worse than level 20 trial hunters if you ever played that shitfest

yeah my rogue in NE atm i plan on going human some time later when i get more gear. but other than that i'm thinking of runnin a higher pve gear set cause i dont think the +energy is really needed but i will pick up the cata pvp set at a later date once i'm geared enough to do BG's. (and btw i play the 20 bracket on my sham. i know the feels of huntards)
