How is this bracket doing?

How is this bracket been doing? I was thinking of coming back with a 39 twink and I was told this is the most active bracket now. Is this the most active bracket now? How are queue pops? Are there active realms with relatively active guilds anymore? If this is not the most active bracket, what are the more active brackets? or is twinking dying all together?

F2P 20 -24 will always be the most active but 39s got that agility trinket that works sort of like end game trinks so it kind of cool xD
