Can a 24 twink still do good without BIS shoulder and leg enchants?

Of course. 50 attack power or spell power, give or take, isn't enough to really dampen your effectiveness. Especially considering there's level 20s and F2Ps that hand 24s their asses on a daily basis.

Sure, at 24 you're going to be "OP" as so many of the 20 twinks feel the need to inform us on a daily basis, however the +22 stam, +11 crit and +47 spellpower (for a Spriest) doesn't hurt

Yes, if they got proper skills. But having those enchants is of course a plus.

F2P do very well everyday vs Aldor/Scryers enchanted toons. Up until a few months ago you had no shoulder and leg enchants at all.
