BiS mage gear before heirlooms?

well, since you're frost I think you want to stack stam/int rather than crit, so go for Corpse Rompers from stocks for your feet. you'll want Brilliant Necklace or Thick Bronze Necklace from jewelcrafting... probably wanna go with Noble's Robe from stocks cause spirit is pointless unless you're Bend - also want Tumultous Cloak of Stamina/the Sorcerer from randoms, and Serpent Gloves from wailing caverns because they have a little more armor than gold-flecked.
Then when you're all done level up engineering to 100 for Flying Tiger Goggles.

Head: Flying Tiger's Goggles or Weather-Beaten Fishing Hat
Neck: Brilliant necklace or Thick Bronze Necklace is better
Shoulder: Feline Mantle
Hand: Serpent Gloves scale better then Gold-Flecked Gloves
Ring: Stillwater's Signet is a good option too.
Boots: Corpse Rompers. and Slippers of Unturned Loyalties. is a good option too.
no comment on staff.

i mean no offence, i forgot what pre-loom dps clothty should gear. mage staff isn't bad.
i guess it depend on how you gear it, as long as you hit cap.
it you choose to use Flying Tiger's Goggles +5/+5hit, or you get Slippers of Unturned Loyalties +7/+3/+5, you can switch to other staff
if you choose Weather-Beaten Fishing Hat + Corpse Rompers then maybe mage staff is for you.
if you want stam for survival, Advisor's Gnarled Staff or you want to go for int/crit, Heartboiler Staff, or Bling Cane or Emberstone Staff

Your build is fine pre-loom. Just should work on professions / some dungeon gearing.
1. Get Thick Bronze Necklace for Neck - (Jewelcrafting 50)
2. Get Noble's Robe for Chest - (Stockades)
3. Get Corpse Rompers for Feet - (Stockades)
4. Get Flying Tiger Goggles for Head - (Engineering 100)
Alright my suggestions are purely based on the thought you will be totaly cc oriented

Stam cloak or firebane cloak in a heavy survival hunt bg
mystics robe from bfd it shouldn't take more than 10 runs and u may get lucky and pick up a tbj as well
bracers of Stam
serpent gloves
stam belt
sfk pants or silk threaded both have same Stam after scaling so u can turn some int to crit if u really want
slippers of unturned loyalty
seal of blah blah
Garoshes pardon or stendles ( yet another int for crit choice as Stam is the same )
pvp trink and hit token probably won't change as you are on ap
use dawn blade and old crafty as weps as those give 14 combine Stam
