Jade Spirit is highly overrated at level 19. Obviously this is just my opinion, but I think it's popular use can be due to various reasons. Firstly people tend to not be aware that the spirit proc is based off of BASE mana, thus you have to be very VERY low for it to proc. Then secondly people prefer to not have to weapon swap either because they are unaware they can, they do not want to have to watch for procs, or they do not want to waste the gcd to do so.
All in all it comes down to preference. If you are a player that is not going to want to watch procs or your mana then by all means go with Jade Spririt it's probably your best option. But if you want to take things to the next level then I'd recommend looking into different combinations depending on your class.
I don't think any caster DPS uses Jade Spirit for the spirit proc.
try hurricane on your boomy. it procs more than blackmagic and also off of healing.
Jade Spirit: Imo its probably the best healer enchant out there as if you ever reach less than 25% mana you'll gain xx amount of spirit for the duration of the proc which isn't something to really laugh at as it can keep you going for a while longer.
However we do have other viable enchantments that we could consider
Black Magic Hurricane and even Windsong are three viable enchantments that can cause a nasty problem regardless of what kind of caster you are. Yes; BM isn't exactly the best for a healer but if your loldotting and lolbursting on people you will see a proc sooner or later in which case for 8 amount of seconds (maybe?) you can spam the fuck out of your heals and reapply dots so they go omnomnomnomnom 10 times as fast. Seeing as we don't have access to Mastery (thank god) Windsong will only proc crit and haste, iirc both can proc in the same life (two weapons, offensive/defensive abilities) so you could potentially benefit from double crit, double haste or even a mix of both.
Everyone has stated the most viable opinion/option in this matter with your boomy however. Black Magic would most likely be best, unless you feel the need to get some extra crit with them DoTs.

Jade Spirit is only viable for weapon swapping as a healer. The int proc is garbage on it at low levels. Anybody who says otherwise doesnt know what they are talking about.

Opinions vary still since only a few of us have actually experienced their differences. I know you pointed out the less than 25% spirit proc but I will remind you and others again this is off BASE mana. So it's something like 137...if you are a healer at 137 mana there isn't going to be much casting going on. Thus switching to a something like heartsong long before you reach that point has proven to me in actual games to be much more reliable.
