As you said, you should replace your shield. I suggest the Shield against evil presence from BFD or loom shield.
Your neck slot looks like "I'm lazy" so replace it with +3 stamina for FC set and +2/2/1/2/2 necklace for DPS (jewelcrafting)
You also should get Silverlinked Footguards for FCing
+16 armor kits on gloves, legs and boots.
Tyranny trinket, and try to swap rune of duty for AGM
Replace Silverlaine's with Demon's Band to be closer to hit cap.
+8stam cloak for FCing and I think you're done ;D

Well there are like 7 different satchel cloaks, so a 13-14% drop chance

Says 8% drop chance. Divide it by two because you get belts from the satchel aswell, and it's about 4%.
