Dominate Mind Buffs?

Hey guys I just bought a new computer and its amazing I never imagined WoW could run so smooth! So im back on WoW! But thats not the point of this thread. Priests have that interesting talent called Dominate Mind and I heard that you can buff yourself with mobs buffs! So do you guys know any npcs that are below lvl 23 (I think its the max for DM) who can cast buffs on others? Also, do these buffs stay on you when you enter a bg? Can a priest test this pls?

you can get a 10 or 30 min thorns spell that does like 3-5 damage per attack on you from razor mane thorn chanters or something like that in the cave on the far right side of the barrens where u first enter if u follow standard lvling paths

Semi related: I saw this priest a little while ago, who would MC people, and then instantly cancel it and cast Power Word shield on the person, and it would give them their shield xD.

Also, could you put these buffs on other players? Or just on the priest doing the MCing?

I believe I saw a thread on this a couple of months ago in which someone mentioned all the buffs you could use. Not sure if you checked it out first though.
