Ring is 36+ req level when queuing, what instance would this have been possible in?

Its possible something fishy is going on, potentially with cross realm queuing, or connected realms perhaps?

Nope, allowed a lot of items for diff slots, rings and gloves and other shit. As said, this bug was around in cata and has been fixed. The players who still have these items are still able to use them though.
