I've take some time to review your questions regarding a Starter Account and I have some information to provide you! As much as I'd love some egg salad, I had lunch a bit ago, so I'm quite alright, thank you though. <3

1. There is no hidden timer - the account has a cap of level 20. Once a character reaches level 20, it will cease to receive EXP. You can still play that character.

2. The account will not be locked, the characters will not be locked.

Essentially, characters cannot exceed level 20, 10 gold, and 100 trade skill ranks. Below is a link providing you FULL detail regarding a starter account and how it differs from an active account.

I did want to let you know that if you do decide to upgrade your trial there can be some waiting. When we upgrade an account there is an automated process which changes all of your abilities in game. Things like Mail, Auction House and Trade chat require a bit more processing than other things like the leveling cap or guild recruitment. It can take a full 72 hours in some cases to remove the Mail, Auction and Trade Chat restrictions after a trial account is upgraded.

The good news is all caps for leveling have been removed immediately and you are now able to be invited to a guild! We know the wait can be a bit frustrating and we very much thank you for your patience with this process. Welcome to Azeroth! I hope your adventures are half as epic as your loots *wink*

It's because everyone "around here" uses them for the wrong reasons.

It's rather because I write a ticket, with very a very precise question and the problems around it and every time, I mean EVERY time I get an answer that seems to be generated by a bot scanning for keywords. The next GM usually then apologizes and gives the right answer.
