You can easily tag the boss if you get killed by her leap/jump ability or her mind control. Just a tip for those trying not to miss on her. 
Just melee her YOLO style, die, run back from GY and wait as a ghost till she's dead. Also delete that lvl 90 quest item before further attempts, I don't think you can loot Moonfang again if that item is still in your bag.

I've heard different theorycrafting about her spawn, some say it's when you kill wolves. And again question, does she spawn very rare, rare or kinda often (1-2h?)
She spawns every hour, counting from when she was last killed.

Also the weaker wolves have to be killed first before her spawn is triggered.
Would a pure F2P be able to join a raid/party and roll on any of that loot? Mount, transmog or companion.. I wouldn't mind a new mount!
I just went on my 10 twink. I taged it alone, died. Got all the loot... idk why you guys would need a group...
That's correct, you have to be level 90 to get the quest (and subsequently the tickets) from Moonfang's Pelt.
You can still get loot from the boss with the pelt in your bags. No real reason to hold on to it though.
Yep, I'm healing with bandaids since my Rogue can't hit that wolf even if I spam attacks for one year

The only time when I couldn't loot Moonfang despite tagging her was when I didn't delete the quest item. But I guess something else could have been the cause and it was just a mere coincidence.
Or just heal a random dps
I always delete the quest item, there's no point in keeping it, so can't say if you can loot whith it on your bags or not, I guess you can, will be stupid otherwise
In my experience today, I've seen Moonfang 5 times. Twice Alliance tagged her, three times Horde did. On the two times that Moonfang was tagged, I used an old linen bandage on a caster, but then also (after she was down to around 750k hp) went up and tried to hit her. I watched my misses, and never landed a blow, but both times I was able to loot her and both times the moonstone dropped. I couldn't say whether it was my bandaging the healer that did it, but doing so did definitely put me in combat. Good luck to all of you, I wish moonstones and Moon Moons to everyone.
I always did it in combination with missing my throw/shoot at moonfang, just in case but I will give healing only a try
Spamming throw seemd to work fine, even though i never even saw a hit connect. I'll probably bandage now as well though. Only thing I really care about is that pet, since the mount was a bit of disappointment since it can't be used outside of dmf (and it gets deleted after dmf on Sunday?).

Thanks to everybody tips here, I got the pet!
If you only want the pet, try server hopping:
So after you loot Moonfang on your main server, log out and log into another server to tag another Moonfang.
Today, I was able to loot up 3 Moonfang over 3 servers within 30 min.
