Drums of Rage

When i was searching the ah today i stumbled across this item Drums of Rage - Item - World of Warcraft it works at any level and gives a 25% melee,ranged and spell haste for 40 seconds. It will definitely be a usefull item in both pve and pvp!

isn't there a set of drums that gives a haste bonus without the exhaustion effect? just wondering.
