According to the official wow database sf now has a 120 shadow bolt proc (50-60 in pvp?)

In my experience the enchant scaling will cause items green text effects to scale as well, for example Revenger - Game Guide - World of Warcraft Scales to steal about 10k life on a level 90, I thought it was weird considering it was a level 70 item that stole majority of a level 70s hp.

Yeah but even without the enchant it says 120 on battle net
