So, with Defilers I land at 24.
Looking for ways to hit 25 without getting ebon blade.

If you are linked (and I know you are) you can get tabard of conquest / loremaster tabard.

Gotta be level 68+ or so iirc (so long since I farmed rep with them, TBC nostalgia <3) but I think rep was only gained through quests?

No it can done with p2p help. The p2p can level through the zone until he gets repeatable quests that involve conjuring creatures that give more rep + killing the normal mobs around there.

I'd go for the 'cross your fingers and wait strategy'. Something could happen in 5.4 that will unlock a tabard either through a bug or through design.
