Yes. Also cloaked shoulderpads aren't obtainable at 19.

I think you can get exalted at even lvl 1... try ask Drama I think he's exalted with his hunt. might be wrong tho

im pretty sure the quest chain requires lvl 65 minimum to be able to unlock the quest to choose a faction.
