Locked or not, as long as you're 70 along with the others in your group. You'll obtain justice points per BC boss kill, I can't recollect, believe it's 5 points each boss.

However, still far faster to convert honor.

depends if you are 5 BiS geared group and healer/tank is hybrid so you actually go as 5 deeps and blow up a HCin 2-4mins

but tell, is others able to que up random bc hc's? If i remember right, i was able do that with downgraded account. But my priest is no longer in that acc
