Yes. You need to fill in a form, with ID's with both persons and all that jazz. You can find it on bnet.

I can across it ones when trying to unban an account of mine. Iirc the way to merge your accounts is to first change the name of the account into yours, using 2 ID's. This is done with the form. Then when they have the same name you can merge them with a ticket, I think. I came across the form on the support section of battle.net

If i got to the point where i had the ID of the account i wanted merged, what would be the best way to persuade blizzard into merging the accounts?

First, change the name of the other bnet into your name. this is absolutely nessasary. Then, try to convince them that you want to benefit from sharing achievements/mounts/pets and also Heirlooms. I don't think they'll make a huge deal about it. Especially if they have the same name. Btw, live chat is your friend. My succes with live chat is so much higher than tickets.
