HoJ is spell hit, but you don't need any since hpals get 15% baseline.

Nope since you're holy you don't need hit, since you got the talent which give you 15 % hit as holy.

I havent really played low level paladin since cata so excuse my noobish'ness (is that even a word?)

angel, maybe "viable" wasnt the correct word to use, but i still think Crit > haste atm for 19 paladins.

but that is quite irrelevant considering the gear you will use for haste does not replace any of the gear you would use for crit except possibly cape
