Level 35 vs 39

With the new scaling what would be better for a windwalker monk. I am honestly a little lost. I leveled my hunter out of 39s when the bracket seperated and I miss the bracket I'm wondering whats better

Right now the only 39s activity is wargames, which don't have scaling. If you are looking to make a new 39 to participate in such activity, you would want to go to 39 so that you aren't at a disadvantage against other 39s.

these two are my friends' seems no exp off bgs now... but there are tricks with anti addiction system... so still u can get into exp on bgs without leveling
