Is there any healer that is okay or better off at 20?

Whereas with Hunters and Rogues it seems okay (even preferred maybe) to stop at 20 as a P2P due to scaling and whatnot, I was wondering if this was the case for any of the healing classes. It kinda seems like they all get moves post-20 that are needed. Thoughts?

HPals are solid at 20. Censure is more of a bonus utility for Holy, dotting rogues especially.

Shaman is also good at 20 and 22. There are some nice new items at 22 that offset the stats you lose from scaling (Shield of Uncurbed Appetite, Yorgen's Boon, Silver-Lined Belt etc). Frost Shock is great, not quite as gamebreaking as dispel for Druids/Priests though. 20 Shaman is perfectly viable, but if you're just looking to avoid Gnomer I'd go with 22.

So yeah, 20 HPal, 20 RShaman and 22 RShaman are all solid options.
