Here's what I'm rocking on my 20, BiS in my opinion. Obviously a build where I only stacked AP, apart from hoggers pants (chose smelting for the crit, idk why. Use hoggers if you like)

Oh and get a SF offhand if you can, bis agi + nice proc

You could, but Doomspike scales to 5/5 with 18,37dps, while axe of the enforcer is only 5/4 with 18,26dps.

havent checked either but due to source of drop it should be rather identical to thief's blade.

Im using thief's blade on my f2p rogue twink, but I think with the attack speed you lose a lot of poison applications. Even though it does have slightly higher agility than doomspike or axe of the enforcer, I would say double doom spike is bis.
