The scale is poorly made as 1-60 is the same setting, if that's what you mean. And if it's not supposed to be, trust me, at this point Blizzard is not a couple of stats on or off.
I'm crossing my fingers that inside a bg, enchants on a lvl 60 character will count as 61-70, since we are sort of 64...'Cause having the same enchants as a character 59 entire levels below you, that's a little hard to swallow, yes.

When Blizz announced the enchantment scaling feature, they came out and said right up front that low level enchants would not be scaling up.
Checking out the enchant scaling slider on Wowhead shows low level enchants scaling up @ 90. This is likely incorrect since the PTR does not show any such scaling.
Hence the reason why I mentioned it (so players can test it).
The scaling was done with a formula, which is indicative of the level of work they are willing to dedicate to low level projects (an appallingly low amount, for sure). The formula is based on the level range of the enchant and the level range of the character. Naturally, 1-60 was vanilla, so any enchants from vanilla do not scale. 61-70 was BC, so those enchants scale down a little. 71-80 was Wotlk, so those enchants scale down a little more. 81-85 was Cata, so those enchants scale down quite a bit. 86-90 is MoP, so those enchants scale down the most.
Call it bad scaling (I would agree with it), call it poor development (I would agree with that too), but the facts are quickly becoming clear: BC era leg/shoulder enchants will be BiS, as will BC scopes. Players twinking in high level brackets will be better off going to level 61/71/81/86 to avoid the down scaling on their gems and enchants, while still being able to scale up from BG scaling feature.
If you have any addons that change the UI, you would see that characters don't become the highest level of their bracket upon entering a BG. My UI shows level 15 players as level 15, even though their stats/gear scale up to level 19. I wouldn't count on enchants scaling based on the highest level in your BG, but you can always hope.

So if you are correct and I am reading you correctly, I will want my enchanter to farm BC enchants for my L1 twink?
