how good is enhance (damage wise) on a scale of 1-10, compared to other classes in the bracket

Enhancement at 39 plays as a support class for utility, definitely not for damage. At 49, the damage is a certified 1 out of 10 -- absolutely that bad. 39 might be a tad better, but not by much. That said, if you're willing to work with 3 out of 10, then the enhancement buff coming in 5.3 in a couple of weeks could get you there.
