I hate that this patch has basically made warlocks and mages completely in effective and druid, shamans, and priests being the only classes available for spell dps. Would anyone be opposed to a p2p player using p2p only +hit enchants and gear on a level 20 to circumvent the spell hit problem? If so what spec or warlock and mage would you say currently gives the best burst dps.

For lock i would say that
Demo = greatest controll
Aff = best burst on low health targets i think its 20 to 0 not 100% sure about this though, and good group damage
Destro = best burst 100 to 0 but lower damage and slower ending burst
For mage,
Frost = best control
Arcane = Most burst although needs some set up
Fire i havent played since cata so i dont know exactly how it works now
I personally wouldnt have problems with hit enchants, just so you can hit cap, and play effectively, but SP chants, other P2p chants, or guild looms would make you no better than a 24, if your 20 and going just to hitcap i see no problem with it, but thats just me

Arcane does insane burst, but it has to be set up correctly. If you can master the actual set up of Arcane then I can promise you blown up toon's and topping damage board (assuming BIS). Arcane can also be good for CC but again, requires more skill than Frost. (Frostfire Bolt - Longest cast known to man)
An idea for you to what Arcane damage does - (In Battlegrounds: no Beserker, no stacks, no buffs, just 'Minor Wizard Oil' as I always have that on my weapon.)
4 stacks on a Cloth wearer: Frost Nova (Shatter - 50% extra Crit) Arcane Blast 700-900 Arcane Barrage 900-1200
That's normally 1.6k Burst. (normally one shot)
4 stacks on a Tank class: Arcane Blast 400-600 Arcane Barrage 600 - 1000
