I haven't tested this since pandaria but I knew a bug from Cataclysm that I reported and the GM got back to me but was never fixed according to any patch notes I've read but may have been hotfixed, warning any who use this of course it could be considered exploiting a bug.
If you create a new character, but don't log into it, get on an alt with an heirloom, and mail it to the new account. When you log in the new account the item will be marked with "You may return this for a full refund within the next 2 hours", I don't remember if this only worked on the heirlooms you just recently purchased or if any of them could be refunded in this way.
