Not looked into it one bit, but i noticed someone linking this achievement in Trade chat today and i noticed there was one rep faction missing from the achievement and i think its the one that prevented all levels from completing this achievement. If someone could look into it it would be good to know, but i think its now obtainable at level 1.

I think its not, because to my knowledge F2P's can't complete it due to Ravenholdt problem, and it's probably the only bracket interested in such a title, because, as mentioned above, title is account-vide.

Yeah it is account wide, but any twink who wants their twink to be that little bit more prestigious will want the achievement to be viewed to be earnt from their twink toon and not their main. Was just a thought if anyway wants to try it.
