Items without req. lvl Transmog?

Seen some armories of 19s with higher lvl quest / proffesion (Items without req.lvl) gear transmogged to their heirlooms. I thought this was fixed a while ago? Or is this still doable?

Sorry I cba testing it atm. At school and frozen acc.

It is fixed but if you did it before the fix, it remains on.

Lame blizzard is lame. Well, I had a 70 sword mogged on my 10 warrior but I mailed it to another char. :/

Because blizzard hates fun, and likes to annoy people by grandfathering things. Now some people have an unfair "advantage" cause they transmogged it pre-"fix".
