The old quest which was required to get the tabard have been removed, and now it just requires exalted with the respective faction and 2,5k honor.
Therefor no longer any level requirement.

Don't trust me on this 100%, but I think I read from WoWhead a few days ago that it is around a 10% increase for ab rep
