Question about BiS rogue weapons

It seems to be the general consensus that Outlaw Sabre - Item - World of Warcraft is considered one of the BiS rogue weapons. Blackvenom Blade - Item - World of Warcraft (if you can find it) being the other BiS followed by Bangalash's Claw - Item - World of Warcraft. If those are completely wrong, feel free to correct me.

Now my question is why is Outlaw Sabre BiS? What's the math on that?

Second, I have a horde and an alliance rogue. I'm not going to spend money to transfer my alliance to get the sabre so beyond Bangalash's Claw, what would be a suitable second weapon? BoA dagger maybe?

in cata outlaw sabre was bis because ambushes were automatic crit
now its a toss up between outlaw sabre and boa sword
in most cases boa sword is now bis

outlaw sabre gives 4 more ap
boa sword gives 1ish more topend and 1% crit
 
How is venerable Dal'rends scared charge 1ish topend it is 35.28-65.52 damage at lvl 24 compared to Outlaws sabre's 35-67 damage. Boa sword 3 agility = 6 attack power compared to outlaws 15 attack power that 9 more attack power not 4 attack power. I had to look up once i saw " 1ish topend" . lol

Is it due to weapon speed?

Jenn Boa sword is better than outlaw if you stacking ap stacking since speed is slower. i like using dagger more often but to answer the Op's question boa sword. if it will help any i will update my rate a rogue with stats to help people you'll get to see my sexy transmog for it. :)
 
I just read on mmo-champion that BoAs can be turned in with more JP to level to 85. I assume the stats will still stay the same at 24. Anyone on PTR and able to verify?
