The agi hierloom staff or 2x agi hierloom maces I would say.

Most of the ones I see in dungeons are dual wielding, but that's probably so they can use 2x +15agi enchants, instead of 1x +25agi for the 2h.

Depends on if you want to play by F2P rules or not.

panda -race
helm - lucky fishing hat
neck - pvp neck
shoulders - justice point shoulders
back - random satchel cloack of the bandit
chest - justice point shoulders
bracers- bands of serakis
gloves - naga battle gloves
belt - satchel bandit belt
pants - depending on if you want to hit cap vs. 24s or not switch between smelting pants and hoggers trousers.
feet - standard issue prisoners shoes
ring- argas
ring- fishing tourney ring / pvp ring / ring of persision
trinket - pvp trinket
trinket - agm / haste trinket
weapons - DUAL WIELD IS BIS
wep one and 2 - axe of enforcer from bfd substitute the lvl 20 quest staff untill you get them though.
