Is this still available to 29s?

Finishing up some of the last bits of gear for my 29 mage, and this seems to be best in slot from what I can tell? Been kind of copying 2 different Armory profiles to get an idea of gearing, and I'm only a few pieces short. I haven't played 29s in years either. Can 29s still get this? Was planning on having someone run me through to try:

Nope all of the rewards from that quest are grandfathered.

It's a Cata-grandfathered item, since you are no longer able to accept that quest at level 29.
