So tomorow im getting Wrath of the lich king and first thing im doin is making a 19 dk twink, but question is, are they good, and what abilities do they have at lvl 19, i dont wanna spend time on it only to have it be a waste of time.

No, not at all. They're pretty balanced overall, just make sure you spec into Enhancement, their fire spells are really clutch in a lot of situations.

Blood is rather op atm; they are essentially the hunters of cata. It is frowned upon to roll them due to 500+ dps and near immortal from ams+ sac on a startling 15 second cd from the passive 193% haste they get.
