They're not exclusive to where they were purchased, a card bought in US is also useable in EU and other places.
And no when you redeem the code ingame you will get 2 BOE mounts, an epic Swift Spectral tiger and a superior Spectral Tiger, and it is one of those 2 i am looking to buy

Pretty sure he has the mount (unused of course) on a US server already.
just report the player you suspect, blizzard removes it if its dupped
you can do same thing just before purchasing mount, open ticket, ask blizzard the source of the mount that buyer has
if its dupped they tell you and remove it from the seller.
