Top 5 Most Active Battlegroups?

Is there is a link or a list that ranks the most active Battlegroups for 20-24 Twinking? I am looking into making a Twink. I absolutely love doing so, but can somebody give me some direction on which Battlegroup would be the best. I am also hoping to get percentages on Alliance and Horde populations for Twinking.

Unless it was changed in the release of Mists, when you lock your exp you are not confined to a single battlegroup - This was implemented in cata to reduce queue times.
