my guess would be low levels cannot enter the zone... similar to twinks not being able to enter high level instances? interesting point though. might be worth investigating but would be super OP and lame in bgs imo

encasing a target in amber for 1 minute is about as OP as it gets....

cant see it being 1 minute vs player targets, that would be OP in any bracket

because i haven't tried to get there my self, and because they're are portals there dont mean they ain't a level requirement on them, like the one from dala to WG for example.

but it's more than likely that low levels can enter.

have you tried the mage portal to there on a 19? i'd say they haven't but i'm sure they could put a lvl requirement on it if they wanted to

Upon reading the tooltip you will notice that the effect does not work on players at all. Thus it is only useful for PvE situations.

where does it say that? all i'm seeing is it dont work on targets above level 94. and naked reckons he's used it in 2s.

It doesn't work against pvp targets of all levels and pve targets above level 94.

Correct. I don't think there would be a tooltip saying you can't use something on player targets above level 94 seeing as the level cap is 90.

well you could be right but i think you'll find it just means it cant be used on bosses, time will tell i s'pose

edit: just read the comments on wowhead and it cant be used in pvp

Why would they include pvp targets above level 94 if no such thing exists.
Apart from that I know people who actually own this item and tell me that it doesn't work on pvp targets.
