Standard Scope/Engineering cap?

Is this item available for twinks if you can get the bronze tube? I am not sure if I have ever seen a twink hunter with this. I guess my real question would be is engineering capped at 100 or 150 for trial accounts?

Engineering is capped at 100, but you can get the +2 scope from Gnomeregan.
