When is the best time to queue?

For 15-19 wsg's expoff?
I've not purchased the xpac and so I was just trying to play some 19's, doesn't seem like I get queue pops on alliance or horde. Yet i still see people talking about twink monks etc.

Naa, everyone levelling 85->90 or their new monks I had double the amount of realID's online tonight compared to usual, but nearly nobody was on their 19s, and no pops for the last 2 days in EU.

It won't take a month to start up again. I expect regular pops to be happening later this week.
