+3 stats cloak????

Judging by one of the comments on Wowhead and the fact that it requires 275 Enchanting, you are probably correct.
the +stats to cloaks where supposed to replace the + resist, it was showing this way in BETA, but never happened. also resistances were supposed to be gone and replaced, that didn't happen either
+1 and +3 resist were taught by enchanting trainer, + 5 was a van-wow endgame area world drop, +7 was a BC drop, and the higher +resist in WOTLK where wiped and it was presumed and shown as a + stats too, but that never happened either
i have players still showing either +3 or +5 resist still, other gear still has resist too

they never made it into the game, ive had a few tickets in about them and made a thread on the forum but got no answer. Blizz just forgot about them. (or dont care about low lvl content)
Breaking news, resists are still working. So don't get rid of that +5 resist cloak, it's gf'd and priceless now, still providing 9% magical damage reduction from all classes

Well, no other proof but verbal. Tried it against a firemage, without feral mace (+15 fire resist), scorch hit 89-91 every time. With the mace, scorch hit 65-75. Go try it if you don't believe me.
