don't know if this applies to everyone's battlegroup but here goes

midweek day time 45-60 minute queue
midweek night time 15-30 minute queue
weekends 9-10 minute queue

Meh yes and no. As far as arena goes you are in queue against your own battlegroup for 4 minutes, then it will start looking in other battlegroups. I have no idea how that works with BGs though but i imagine it to be similar.
