F2P / P2P .. Panda?

Any one know if Panda race will be available to F2P and P2P account with out upgrade?
I know you want be able to play Monk but I heard..(not sure where) that the race will be, just not the class.

f2ps will be able to make pandas, just not monks.

Panda BM hunter would give you complete control over any single target.

Panda is good melee i think ... tiger strikes and way of the monk so nice... food double benifits would help if i eated food=12stamina .

In case they dont nerf pw:s I will go for panda enh shaman. Does anybody know whether theyre dealing at least some dmg? Havent seen one for weeks...
