Looks like it, no wording suggesting it requires lw on either of those. But since these scale up and will be used at max level, I would not recommend doing it as it is more likely to be changed.
(If it worked the same way at 90 It would get "fixed" very shortly.)

good point, plus, Reinforcement would only be a tiny upgrade, some might consider a downgrade, to what i currently have Sapphire Spellthread

so MoP is here and blizzard is in no hurry to fix this LW exploit. even the tool tip doesn't require the wearer to have LW, just level 65+ is enough.
